The Washington County Sheriff’s Office is releasing the following information pursuant to WI Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level which reflects a low potential to re-offend.

Russell Newbury will be released from prison on Jan. 19th 2021. After his release he will reside at 1725 Cth NN in the Township of Jackson. In 2003 Russell Newbury was convicted of 1st Degree Sexual Assault of Child. Russell Newbury will be on probation until Sept. 3rd 2043 and will be monitored closely by WI-DOC Division of Community. Russell Newbury will have numerous rules and restrictions to follow including wearing a live tracking GPS unit. The GPS monitoring unit will have exclusion zones setup alerting WI-DOC if there is a violation of the exclusion zones rules.

This sex offender has served the prison sentence imposed on him by the courts. He is NOT wanted by law enforcement at this time. This notification is not intended to increase fear, but rather it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities; but it was not until the Sex Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community. More information can be located at https://appsdoc.wi.gov/public/faq

Case: Shed Fire 21-166

On the above date at 11:01am the Sheriff’s Office was notified of a shed fire at 1836 Western Ave in the Town of Jackson. The caller reported the roof of the shed was fully engulfed. Deputies were dispatched along with Jackson Fire Department. The first Deputy arrived confirming smoke and flames coming from the roof and verified there was no animals or people inside the building.

Jackson Fire Department was assisted by Fire Departments from West Bend, Newburg, Slinger, Hartford, Richfield, Germantown and Cedarburg. As of this release the fire has been mostly extinguished, but Fire personnel are still on scene working on overhaul operations.

The structure was a pole shed measuring approximately 40 feet by 100 feet. The shed and contents are a total loss, but there is no damage estimate at this time. Jackson Fire Department has a Fire Investigator on-scene and has requested another investigator from our department. This is an active investigation and there is no further information being released at this time.

Today at 3:13 am, the Sheriff’s Office received a report of heavy smoke and flames coming from the area of Addison Road and Aurora Road in the Town of Hartford. The first arriving Deputy determined it was coming from a fully engulfed garage type outbuilding at a business in the 5200 block of Aurora Rd. The St. Lawrence Fire Department was paged and the call was upgraded to a MABAS call. Fire Departments from Allenton, Hartford, Slinger, Kohlsville, Richfield, Jackson and West Bend responded to assist along with Lifestar Ambulance.

Upon arrival there was smoke and flames coming from the building, which was attached to a larger building. There were no injuries to the homeowner or any personnel on scene as a result of the fire. There is no damage estimate available. The Sheriff’s Office has a Fire Investigator responding to the scene so there is no further information to report at this time.

On Saturday, January 23, 2021, at 5:51 PM, the Washington County Sheriff’s Office was notified of a house (manufactured home) fire, at 7051 Lenwood Dr. Unit 6N in the Town of Barton, Washington County.

Washington County Sheriff’s Deputies, West Bend Police Officers and the West Bend Fire Department responded to a report of a duplex trailer fire. A neighboring tenant saw smoke and active flames coming from Unit 6N and immediately tried to notify the tenant of 6N, however could not get a response at the locked door. The neighboring tenant called 911 for help. At the time of the fire it was reported that unit 6N was occupied by a 48 year old Town of Barton man.

Fire personnel arrived on scene within minutes and began fire suppression efforts. Fire personnel located a male subject unresponsive in the living room area and immediately carried the subject out to an awaiting ambulance. The victim was pronounced deceased on scene by paramedics.

The fire was contained to Unit 6N. The interior of the unit sustained heavy fire, smoke and water damage. The manufactured home appears to be a total loss. The origin and cause of the fire is under investigation by the West Bend Fire Department, Washington County Sheriff’s Office, and Wisconsin Department of Justice Division of Criminal Investigations.

The West Bend Fire Department was assisted by the Jackson Fire Department. WE Energies assisted fire personnel on scene. The American Red Cross was called to assist the displaced tenant of the attached neighboring unit. The name of the victim is being withheld until family members are notified.

No fire or police personnel were injured in this incident.

On January 18, 2021, at approximately 2:08 a.m., the Washington County Sheriff’s Office was notified of a pole building fire in the 3800 block of Mayfield Rd in the Town of Polk. The homeowner reported the fire. There were multiple people occupying the home on the property that was approximately fifteen feet from the fire. The home was safely evacuated.

Deputies with the Washington County Sheriff’s Office responded to the scene along with Jackson Fire Department. The fire department was also assisted by Slinger, Germantown, West Bend, Newburg, Fillmore, Richfield, Cedarburg Fire Departments.

There were no injuries to the property occupants or any personnel on scene as a result of the fire. The pole building and contents were a total loss. Initial lost estimate is $30,000.

The cause of the fire remains under investigation by the Washington County Sheriff’s Office and the Jackson Fire Department
