The
Washington County Golf Course, Parks and Trails Endowment Fund was formally created in November of 2021 via a Memorandum of Understanding between the
West Bend Community Foundation, third-party donors to the community endowment fund and Washington County (Attachment A). Distributions from the funds were to perpetually invest in improving and maintaining Washington County parks, trails and golf. The endowment funds were accompanied by a restrictive covenant that was placed on the County’s 283-acre, Washington County Golf Course (WCGC). This covenant marked the parcel as an infinite public park. The covenant and endowment were developed after countless hours of work, months of discussions and collaboration and amazing commitment from private individuals, organizations and businesses led by Peter Ziegler, Claire and Ted Rolfs and Washington County Executive Josh Schoemann.

The funds held by the County are Agency Endowment Funds held at the West Bend Community Foundation. An agency endowment fund is a type of fund established by charitable or civic organizations to help meet both their current and future needs. It provides a steady stream of income for the organization's charitable mission. The fund is invested, and a portion of the returns are made available for charitable purposes annually, while the remaining assets continue to grow over time.
